Harbour master’s circular

According to the information notice of World Health Organization of March 11, 2020, COVID-19 outbreak has reached the pandemic scale. According to the order of the Government of the Republic of Estonia No 76 of March 12, 2020, “Declaration of an emergency situation on the administrative territory of Republic of Estonia”, an emergency situation has been declared on the whole administrative territory of Republic of Estonia due to pandemic spread of COVID-19 disease causing coronavirus in the world, detection of the virus’s spread inside Estonia and high probability of its escalation, and resulting danger of the mass infection. The emergency situation will remain in force until the May 1, 2020, unless decided otherwise by the Government of the Republic of Estonia.

Based on the above, the agents and crews of the vessels, entering the port of Sillamäe, berthing in the port, or leaving the port, and the personnel operating in the port must follow the directions given below:

1. At least 4 hours before arrival to the port of Sillamäe or, if voyage time is less than 4 hours, then upon departure from previous port, master or agent of the vessel, in addition to the regularly established procedure, shall especially notify the harbour master’s department of the Port of Sillamäe about the persons with COVID-19 disease or the persons is possibly infected. 2. If during the last 14 days the vessel has visited a port in a state with known cases of the COVID-19 disease, or if any crew member who has joined the vessel in the last 14 days from such a state, then in addition to the regularly established procedure, harbour master’s department of Port of Sillamäe shall be especially notified at least 4 hours before the vessel’s arrival into the port of Sillamäe or, voyage time is less than 4 hours, upon departure from the previous port. 3. Crewmembers of the vessels entering the port of Sillamäe, but not permanently based in the port, will not be allowed to go ashore. Exemptions are the procedures, required for normal vessels operation (e.g. checking of the draft, mooring lines, receiving the vessels provisions), or crew change.

4. During the vessel’s stay in the port, besides the vessel’s crew, only the authorized officials and persons related to the handling of the vessel, cargo operations, or the safety, are allowed to board the vessel. Unauthorized persons and visitors will not be allowed to board.

5. It is recommended to keep the maximum possible distance between the vessel’s crew and persons visiting the vessel, or between the crew and shore-based personnel. Use of the filter masks and protective gloves are also recommended.

6. Should the suspicion of COVID-19 infection arise during the vessel’s stay in the port, master or agent of the vessel, in addition to the legally established procedure, shall immediately notify the harbour master’s department by e-mail , phone +372 52 67 999, or call sign „SILLAMÄE SADAM“/„SILLAMAE PORT CONTROL“ on the VHF channel 68.
